South Portland Promotes Nicholaus Richard to Code Enforcement Director

SOUTH PORTLAND, Maine – The City of South Portland has promoted Nicholaus Richard to serve as its next Code Enforcement Division Director, effective August 4, 2024. He has served as the Deputy Code Division Director since March of this year. 

Richard replaces Barbara Skelton, who is retiring after five years with the City, after serving several Maine communities over the course of her career in Code Enforcement. Prior to coming to South Portland, Richard served for over seven years as a Code Enforcement Officer and Building/Plumbing Inspector for the City of Lewiston.

“Barb will be missed, and I wish her the best in her retirement,” said Richard. “I am grateful for this opportunity with the City and hope to serve this community well.”

Richard holds a bachelor’s degree in Ecology and Environmental Science from the University of Maine. In addition to being a Maine certified Code Enforcement Officer, Richard also holds certifications as a local plumbing inspector and a building inspector with the International Code Council. Richard is experienced in enforcing Zoning and Land Use Ordinances, Shoreland Zoning Ordinances, Building Codes, Uniform Plumbing Code, and Subsurface Wastewater Disposal Rules. He also has experience as a liaison to Planning Boards and Boards of Appeals. Richard is a member of the Maine Building Officials and Inspectors Association.

“Nick is clearly well qualified for the job, and the City is fortunate to have him stepping into this leadership role,” said City Manager Scott Morelli.

Richard was selected from a field of 23 applicants and will be paid an annual salary of $108,595.
