Follow-up to questions asked during the meeting:
- A public commentor asked about the Sprague fine and violations. Please see this document summarizing EPA’s settlement with Sprague. The document is from EPA’s website and covers Sprague’s South Portland facility and Sprague facilities in New England that were subject to the settlement. It also mentions a similar settlement with Global.
- During the follow-up discussion after public comment, one of the city councilors asked about facility reported benzene emissions. This document shows benzene emissions from the South Portland petroleum storage facilities for 2023. (Note: 2024 emissions data have been submitted to DEP; however, those data are still in the review process and are expected to be available by the end of the year.) All six facilities reported benzene emissions. Four facilities reported emissions for each individual tank. Chapter 137 specifies the reporting threshold for benzene as 0.5 tons (1000 lbs.). None of these six facilities reached the benzene reporting threshold in 2023.
