Budget Schedule

March 17, 2025 - The City Manager’s proposed budget is available.

April 1, 2025 - Budget Public Hearing. The City Manager and School Superintendent present their respective budget proposals to the City Council. The public has up to 3 minutes each to comment at this meeting. NOTE: The Superintendent's presentation was postponed at the request of the Mayor, as the School Board did not pass a budget before the April 1 meeting. The Superintendent will present the School budget on April 15, 2025.

April 8, 2025 - Budget Workshop #1. Department budgets will be reviewed. Any items proposed to be added, modified, or cut are "parking lot items" and will be decided on at the May 13 workshop. The public has up to 3 minutes to comment at this workshop. Department budgets being discussed at this workshop: 

  • Parks, Recreation & Waterfront and Golf Course
  • Library
  • Sustainability
  • City Clerk
  • Water Resource Protection
  • IT
  • SPCTV
  • Economic Development
  • Code Enforcement
  • Planning
  • Other - Health, Contingency/Reserves, Liability Insurance, Debt Service, County Tax (moved up from 4/22)
  • Review/Confirm “Parking Lot” Items

April 15, 2025: Budget Public Hearing Continued (School Budget). The public has up to 3 minutes each to comment at this meeting.

April 22, 2025 - Budget Workshop #2. Department budgets will be reviewed. Any items proposed to be added, modified, or cut are "parking lot items" and will be decided on at the May 13 workshop. The public has up to 3 minutes to comment at this workshop. Department budgets being discussed at this workshop:

May 6, 2025 - School Budget Public Hearing. Public hearing and vote on final School budget to be sent to the public for referendum. The public has up to 3 minutes to comment. 

May 13, 2025 - Budget Workshop # 3 (Parking Lot Items).  Council discusses and decides on items proposed to be added, modified, or cut from the budget. The public has up to 3 minutes to comment at this workshop. 

The items to be discussed at the workshop, in order, include:
- City Council: Reduce Human Rights Commission Funding (-$10,000)
- Code Enforcement: Remove Two Vehicle Lease Payments (-$9,336)
- County Tax: Reduce County Assessment (-$138,639)
- Executive: Add Grant Manager Position (+$133,633)
- Parks & Recreation: Add Wainwright Softball Field #3 (CIP) (+$35,000)
- Parks & Recreation: Add Wainwright Baseball Field #1 (CIP) (+$150,000)
- Parks & Recreation: Add Wainwright Recreation Plan (+$25,000)
- Planning: Add Affordable Housing Trust Fund (+$150,000)
- Planning: Add Conservation Commission Request (+$1,500)
- Planning: Add Public Arts Committee Request (+$6,000)
- Planning: Add Open Space Acquisition Committee (+$1,500)
- Public Works: Remove Drew Road Public/Private Project (-$90,000)

June 10, 2025 - School Budget Referendum. Voters decide the fate of the School budget at this referendum. All voting takes place at the South Portland Community Center. Get voting information.

June 17, 2025 - Budget Appropriation Resolve. City Council gives final approval to the City portion of the budget, including the estimated new tax rate. The public has up to 3 minutes to comment at this meeting.

July 2025 - The Assessor finishes valuation work and, based on the City-wide property value and the Council-approved budget, sets the final tax rate. Following this, tax bills are mailed.
